Need for administrative uniformity in fisheries infringements in Ecuador

Abstract

This article focuses on the need to establish administrative uniformity in infractions related to artisanal fishing in Ecuador. The justification consists of the numerous irregularities and excessive sanctions faced by artisanal fishermen, especially those who use fiberglass boats. Among the determined problems is the removal of fishing nets, electric generators and fishing, as well as fines and suspension of fishing activities even with coercive trials.
The general objective of this article diagnose the impact of this lack of uniform regulation on the application of sanctions to fishermen and the exercise of their rights.
The methodology used harmonizes a historical, exegetical, legal theoretical and analytical analysis to understand the evolution and effectiveness of fishing regulation in Ecuador, as well as the socioeconomic impact, current challenges, through the implementation of clear criteria, improve the training of the personnel, increase transparency to contribute significantly to fair and effective fisheries management. In conclusion, this article highlights the urgent need to establish administrative uniformity in sanctions related to artisanal fishing in Ecuador.
