Contributions of Governance and Citizen Participation to a Local Public Management focused on Indigenous Public Policies

Abstract

The purpose of the research was to interpret the contributions of governance and citizen participation to a local public management focused on indigenous public policies, having as an object of study the figure of the cantonal GADs; the methodology is of a phenomenological and interpretative type with a qualitative approach, supported in an inductive dimension, whose object is to find a knowledge that arises from the bottom up (from the particular to the general), the informants are represented by researchers experts in the discipline public administration, and especially in the area of governance and citizen participation; among the instruments used for information collection was direct observation (notepad entries), and semi-structured interview (in depth), the hermeneutic method has been used as an analysis strategy, allowing, through the process of understanding and interpreting the findings, to facilitate the process of identifying categories, showing aspects that are linked to the public value proposition that institutional governance represents as a good practice within local public management; among the findings, the possibility of incorporating strategic public governance into local public management, a government/citizen laboratory, and the possibility of implementing a proactive provision of services were obtained.

Freddy Ramón Miranda Pichucho, was born in the province of Cotopaxi in the city of Latacunga. D. in Organizational Sciences from the Universidad de los Andes Mérida-Venezuela. Master in Government and Public Management from the University of Valparaiso, Chile. Master's Degree in Finance from Universidad de las Fuerzas Armadas-ESPE. Commercial Engineer from Universidad Laica Eloy Alfaro de Manabí; Specialist in Curriculum Design by Competencies. Higher Diploma in Management. With more than 15 years of experience in the public sector, 10 years as a university professor mainly at the Technical University of Cotopaxi and currently teaching in the career of Public Administration at the State Polytechnic University of Carchi and the Pontifical Catholic University of Ecuador, Manabi, in the Master of Public Administration.
