La Transparency in the Decentralized Autonomous Government of Pichincha province

Abstract
The public procurement process, the subject of the analysis of this article, is one of the most controversial issues that requires special attention and treatment given the situation that they commit resources not of the authority that holds the power or the representation of a certain entity of the public sector but of all citizens. Within the Autonomous Decentralized Provincial Government of Pichincha, it is not the exception that it must be executed in accordance with the principles of publicity and transparency; that is, the contracting processes carried out through the institutional web site.
This research, when addressing public contracting processes in the Decentralized Autonomous Government of Pichincha province, emphasizes the applicable constitutional and legal regulations, in turn, the actual practice of these processes is evidenced. The information available on the digital platforms of the Provincial Government of Pichincha facilitates in some way the obtaining of the primary and secondary sources regarding the public procurement processes in their different phases.
In order to carry out the investigation regarding the proposed subject matter, the information contained in the website of the Decentralized Autonomous Government of Pichincha province has been compiled and an analysis of compliance with the principles of transparency that guarantees the elimination of acts of corruption or attempts to achieve it in public procurement processes, as part of the “Project for the implementation of strategies for transparency and anti-corruption in Pichincha Province GAD; Quito GAD and its rural parish GADs 2020–2021” carried out with the participation of the students of the Sixth Semester of Law, face-to-face and blended modalities.
