Public Procurement in Open Government. A Reflective Vision from the Transparency Proposed by Institutional Governance

Abstract

The research aimed to interpret the open government strategies that give viability to transparency in public procurement from the principles of governance; accompanied by the following specific guidelines: Contextualize open government strategies for transparency, analyze the principles of governance that support transparency in public procurement, and reflect on open government strategies that give viability to transparency in public procurement from the principles of governance; Its design is phenomenological-interpretative with a qualitative approach, the dimension is inductive, with a non-experimental and field descriptive level, as a strategy the documentary review was applied to know theoretical positions, in addition to what was commented by the key informants; as an analysis strategy, the one devised by the Grounded Theory was used, resulting in substantive codes, such as axial, substantive concepts until reaching the central category; as well as the use of the hermeneutic method as a strategy for interpreting what is narrated by the interviewees (in-depth interview, semi-structure ... The main resulting finding is shown as a central category called Smart Public Procurement from Strategic Governance, presented as a proposal for good practice for public administration, especially for the Public Company CNEL Province of Manabí. Among the main reflections is the need to facilitate the governance process from the open government guidelines in order to give viability to transparency in public procurement processes.
